[145.4] AI is training too many scouts

In the attached image, you can see Washington has 7 scouts around New York. I've seen this before on another game. I don't know if this could be related to the opportunity that duplicates the scouts or not.

This is probably because the AI is trying to spend its gold, and Scouts are the only thing affordable. I'll block scouts from Vem's purchase system. (The vanilla system will still build scouts.)
