In the first and second screenshots you can see I can't select the "Deport the immigrants and confiscate their homes" (lose 70 influence and gain 200 gold) choice in the "City-State Immigration" opportunity. You can see I currently have 146 influence.
In the third and fourth screenshots you can see I can't select the "Restrict enrollment to domestic students" (lose 70 influence and gain 200 science) choice in the "Scholastic Fame" opportunity. You can see I currently have 141 influence.
In both cases I have enough influence to lose only 70. I don't think if it may be related to game scaling, as I play on Marathon.
