(16) Proposal: Make Paper Maker Make Paper: New China Unique Building

China's UB, Paper Maker, doesn't give you Paper. Literally Unplayable.

Rather than just giving people the option of changing the UB, I thought I would give the community the opportunity to vote if they wanted China to have a UB, a UNW, or a UI

Honestly, this does have a certain appeal. Can we gate it by a technology? I am allergic to all the micromanagement Diplomacy requires, so I do not even know when Paper starts being common, but would having them grant a copy starting from, like, Industrialization really break stuff?
 
You wouldn’t even have to make the paper maker’s paper be a unique bonus. Now that CSD is merged with Vox Populi we can make unique diplomatic buildings. This means the paper maker could be a chancery replacement, and giving +1 paper would be one of the base building’s abilities.

So you could move the paper maker to chancery, or you could add paper as a bonus. Either way, it’s very important that the paper maker make paper.
 
If we feel like the Mod needs some levity we could also add 'Gives Paper at Future Tech' to the description without actually implementing the feature^^
 
if you really want to move forward with this idea, a schriver's office replacement to me makes the most sense. Have it grant +2 paper on top of whatever other bonuses, done and done.

When you put it like that it does seem a little out of place. Is it possible to have the yield be +1 Paper per 4 Paper Makers or something? And replacing Chancery, most likely.
 
I mean, is it really so bad if China basically has infinite paper? There are a lot of other things that gate diplomacy at various points in the game, like economic output or even the buy cooldowns of your cities.
 
Amusing, but if you actually are serious about your proposal please specify some details @pineappledan. :)
 
Hey, they got the unique chancery in 4UC. That would be a doube amount of work for the same thing for you, pineappledan. And if we add that, it would make whole paper maker with paper redudant, as it would be on a building that normally grants paper, so no uniqueness to China. I mean if you are willing to do so, nice, unique chancery is a great fit historically and frees another unique building slot for China.
But we can have the same by basically buffing paper maker as is, making it strong unique scrivener's or even making it a great writer guild's?
 
I was incorrect in my assertion that Chanceries make paper. If we added a Chancery that gave paper, that would be a unique bonus.

I hope to make a new unique improvement for China anyways, so between a UI, a UB depicting the invention of paper, and a UB depicting the Imperial bureaucracy, I think the Paper maker is the weakest link.

The other option is a unique national wonder, and we could just increase the amount of paper it gives. Something like the Taichang si would fit the bill.
 
If we're to be serious about this proposal, "paper" for building diplomat units is just an abstract resource that symbolizes a civ's diplomatic influence on smaller states, and not actual paper-paper.

Edited OP. Removed the GPs on birth and highlighted the +1 paper as a unique bonus.

As a unique bonus goes, China all its power in the UA. I don’t actually know what adding a 1 paper per city would do for balance, but a civ that just doesn’t have to worry about paper is a powerful boost that adds a different dimension to the civ. So I think it’s worth a try.
