Counterproposal to this

Problem:
China's UB -- the Paper Maker -- is bland, underpowered, thematically and historically silly, and it doesn't even give you Paper. Literally Unplayable.

Rather than just giving people the option of changing the UB, I thought I would give the community the opportunity to vote if they wanted China to have a UB, a UNW, or a UI

Creating :greatwork:Great Works grants a We Love the Empress Day and +1:c5science::c5culture:in all Cities. These bonuses decline by 50% every Era.

UA Changes:
Remove WLTED and +1:c5food::c5gold: in all cities when creating a Great work (bonus in UA from gaining cities only)
Add +10% :c5gold: Gold during WLTED (moved from old Paper Maker to UA, now +10% :c5gold::c5food:)

The problem with a UNW proposal for China is that China's UA is already pretty great, and a UNW is basically a second unique trait with a timed unlock. This means that a UNW for China is necessarily going to have to take some power from the UA in order to justify itself, stealing from Peter to pay Paul.
 
One fun UNW interacting with the UA could be something reducing the decay placed at an awkward spot in the tech tree and maybe with high pop requirements. The UA is at it's most unique when you have to actually think and plan around eras transitions.
 
This is my favorite suggestion of the 3 proposals for a current revamp. And I totally support a revamp because the current civ isn't necessarily weak but it sure is boring.
 
I sponsor the sql and text for this change, but it would require DLL work to move the trait abilities into a building
