2.08 - Can't get past a Crash to Desktop

I have been playing Civ4 and Warlords since the beginning and while I have had numerous Crash to Desktop and graphics craziness, I usually am able to get around those (by reloading, rebooting, etc.) and continue playing. However in my latest game on Warlords 2.08, I cannot get past this crash. It is 1680 and I have a captured city ready to get out of revolt. No matter what I do, when I hit end turn, it crashes with the error in cvgamecoredll.dll. I even went back to an earlier save and when it reaches this point (with the city getting out of revolt), it crashes.

I have the latest nvidia driver, dx 9.0c, 1gb RAM, graphics turned down to low details and certain .ini modifications, as been recommended.

I don't know what more I can do but I really would like to continue playing this. I would attach the zipped save but it is 300.8kb in size.

Help please?
 
For what it's worth, I have finally came up with a workaround. Apparently, when the city expands out of revolt, it will trigger contact with a Mali unit that is currently obscured by fog of war. I simply went into WorldBuilder and deleted that unit and was able to proceed to the next turn. It looks like the crash is related to trying to call up the Mali leaderhead screen. Incidently, there was also an Indian unit off-shore and Gahndi came up the next turn just fine.
 
If you ever get a chance to screenshot an error like that, can you post it? I'm trying to see if there's a pattern to the CTDs and other issues.

I'm in a pitboss LAN multiplayer game and we are having a similar problem, except we can't fix it with worldbuilder because as far as I know multiplayer games can't be modified.

We can't get past the Japanese player's turn. As far as we know our game can't proceed any further, which is pretty annoying. Everytime we hit enter to end the turn the game crashes to the desktop. We have tried loading both pitboss and the game on different computers and the crash still occurs. We have used older save files and still whenever we get up to the exact same point we get the crash.

I've attached the save file and the print screen of the error message.

Oh and this is with the Warlords v2.08.
