Proposal: Merchant of Venice cannot purchase city states under sphere of influence of another player anymore.
Rationale: Sphere of influence main purpose is to avoid to spend diplo units to keep a CS ally; if Venice player is in game as is now, sphere of influence become useless.

Of course i'm not sure if that is technically feaseble.

I get MoV can be frustrating but that's too much of a nerf. I wouldn't mind if MoV was prevented from purchasing the same city-state twice, i.e. if you liberate a CS they bought, they cannot purchase it again.
 
Anything that weakens Venice is a no for me., as they are hardly a powerful civ..

Actually it is the first time in years that I can see Venice run for victory.


Anyway if anyone find my proposal too much disturbing I'm available to delete it.
