Hello all,

Heavy tribute is very strong and can swing games. Thus I propose the following changes:

1. Heavy tribute gives gold, equal to normal tribute, for all types of city-states.
2. It also gives yields equal to 25% of that gold, according to the type of city-state (faith/culture/science/production/food, according to the CS type)
3. The Tribute policy in authority raises that amount to 50%, instead of providing culture like it currently does.

This leaves this feature as powerful but less extreme, as huge amounts of gold early game are less swingy than huge amounts of culture or science can be. That one autocracy policy might need an update too, but I'm not too familiar with it so I'll let others discuss/suggest.

Makes sense, I think it'd be a good (and safe) change balance-wise.

The extra gold then can be used on more units, putting a "motion" into your war-machine, which I think is really interesting! *mongolian throat singing echoes in distance*
