In the espionage screen, hovering over a spy placed in a city-state will show the current chance to rig an election. This chance is 100% if no counterspy is present, otherwise it is reduced based on the level of the two spies. But why do we know that a counterspy is present in the city-state and is also rigging the election? I think that shouldn't be known. Therefore:

Proposal: Remove the "Current Chance to Rig Election" tooltip. In the "Chance of a successful Coup" tooltip, calculate the chance as if no counterspy were present and change the tooltip text to "Chance of a successful coup (if no counterspy present)"
