VP Congress: Session 2, Proposal 45

Problem:
- We don't have enough beliefs for enough religions to support larger games

Solution:
- Add more beliefs

'Let's take the preacher with us and go with him to the enemy city.' This worked pretty well in vanilla - +20% CS near cities following your religion. The enemies wept and the first thing they wanted to do was kill the Great Prophet..

If something like this passes perhaps Crusader Spirit should be changed to give a bonus when near an enemy city that doesn't follow your religion? As it is there is somewhat of an anti-synergy with citadels.

What does "near" mean?

Crusader spirit’s combat bonus works fine. The problem with crusader spirit is it has no tech-unlocked ability, and it shares a mechanic with a founder. The combat bonus is the only thing good about it.
