Currently historic event tourism is roughly scaling with and per turn, with mattering thrice as much. There's also an undocumented per-city penalty (2% per city) in the formula that's double-dipping with the empire size difference modifier.
I propose removing the part factoring in as a way to slow down cultural victory, as well as removing the per-city penalty in the formula. This should still result in a net decrease in instant tourism.
To prevent pre-Classical historic events giving 0 , a flat 5 is added to the formula (not affected by any modifiers).
