3.13: Auto-workers idle w/ unbuilt rails

Previously automated workers would put railroads everywhere when they had nothing else to do, which is pretty much always the case right after discovering Railroad. I noticed that my workers were not out doing their regular railroad duty, but instead hunkered down in cities. There were still railroads to be built, some even on mines and lumbermills. Other tiles did have railroads. I couldn't figure out a pattern.

Sorry, I didn't create a save. Has anyone else seen this?

Just to be sure - the workers still had access to coal or oil?

Yes. When I manually operated them, they were able to build the rails I wanted.

What setting where the workers on?

Trade Network? Auto-build improvements?

I have no problem with that if they are set to Trade Network. Now, I know there is a way to check what each worker is doing through the military advisor. It is too bad that you can give commands from there like, all idle workers build rails.
