In a new game with 3.13, I destroyed the Russians very early. When, some time after, another civ (Suleiman) made contact with me, he declared war instantly - before the normal first contact diplomacy panel opened. He also created a colony on the same turn, which of course declared war on me immediately. The really bizarre bit is that all the cities that used to belong to Russia suddenly devolped huge amounts of culture attributed to this new colony, and hence suddenly got huge unhappiness penalties for yearning to join the motherland. This is despite the fact that this is a colony which has only begun to exist this turn, and they have never belonged to (and isn't anywhere near them either). The sudden appearance of four or five unhappiness per city in the early game, for no logical reason, rather messes up the game. Therefore bugs;
1)Culture from a destroyed civ was wrongly attributed to a newly created foreign colony
2)A civ declared war before the first contact panel opened (though they did go through the normal "let there be peace in our time, peace is the way" routine, with no effect on the fact we were at war.
