3.13 wooden decks to steel decks

Bug with this random event, you get the wooden carrier decks to steel decks and all carriers are promoted to Drill 3...woo hooo...who attacks with a carrier... BUT

Bug is Drill 1 and 2 are still available as promotions, so you just have 2 first strike chances, with drill 1 and 2 available as promotions, along with DRILL 4...

This is still present in 3.19. Your carriers don't get Drill I and II, just Drill III.
