31 Civ One City Challenge?

I would like to create a map where a Civilization can not build any more then 1 city, and I would like to be able to FORCE them to not be able to build more cities.

Is there a setting in the C3C editor in which I can set the maximum anount of cities per civilization?

Another alternative, can I set the maximum amount of cities in the entire game to 31? If I then try to play with 31 civs, everyone would be able to build their capital city, but no more then that.

I remember the "One City Challenge" from civ 2, and I wondered if it was at all possible to force it to all players in Civ 3?
 
Just make the settler unavailable to everyone! Hope this helps!;)

It's an interesting idea! I might try something like that. Perhaps give each player 12 settlers and no ability to create any more.
 
Well, you would also have to take away goody huts, because you would be able to pop a settler or a city.
 
I started building a "One City Challenge" map yesterday. Everyone will get an island of their own, with enough space to grow a nice big phat capital. The "critical" resources will be supplied on each island, up until the modern times - including Uranium. Of course it could always run out, meaning you have to conquer another island ;)

I plan to make one that allows 30 or 31 civs to be played at the same time in a large map, each civ only allowed one city. I have yet to test the map to see if it works of course.

"Mapmaking" is of course the key to the first warfare. The islands will most likely be close enough for triremes to start ferrying troops and conquer cities. The only way to gain strenght is to destroy a civ and conquer its capital ;)

Also you do not need to worry about all the wonders that allow "<building here> in each city" as it is cheaper to build the darn building in the first place. Since those wonders are limited to one continent anyways its a waste of shields. Leonardo's is also a waste of time, unless you already captured a few islands by then and have enough armies to make it worth while to upgrade.

Goody huts will probably not be used. I'll have to see if I can force them not to become settlers.
