34 AI civs in a game? How?

As I was browsing through some thread I noticed someone stating that he plays on super huge maps with 34 AI civs on.

How do you do that?

Any mod required?

If so I would be grateful for a link to such a thing.

Yea it's a modified .dll.

It should be somewhere in the Creation & Customization subforum.
