achievements where you have to deliberately lose, are actually not fun and extremely annoying.
They're a consolation prize
I wouldn't lose on purpose to get them.
Are there any scenarios? The advertising doesn't mention them, when it seems to mention everything else - "new Policies, including Dark Age Policies, new hidden leader Agendas, new Casus Belli, and additional improvements to existing systems."
There is no evidence of any scenarios so far. And there seems to be plenty additional known content to cover 38 achievements. But they haven't explicitly said there are no scenarios, either.
With regards to scenarios, Firaxis took a look at the number of videos of the Path to Nirvana scenario on YouTube and decided that there's a low demand for scenarios.
Here are my guesses:
1-9 Win a regular game as leader.
10-18 Win a regular game using civ-related criteria
19-26 Build x near natural wonder
27-32 Build x Wonder with y criteria
33-35 Enter Dark / Golden / Heroic Age
36 - Recruit all governors as Korea
37 - Reach max level of Alliance as Cree
38 - Gain a Free City
1-18 - Civ/Leader specific
19-21 - Dark/Golden/Heroic Age entry
22 - Recruit a governor
23 - Recuit all governors
24 - Max out a governor
25-32 - Specific to each governor
33 - Regain a free city’s loyalty
34 - Get a city to 100% loyalty
35 - Santa’s Workshop - Have a city with a factory near Mt Everest build St Basil’s Bascilica and Amundsen Scott Polar Station
36 - Build a government district
37 - Max out a government district
38 - Something combining the use of a drone and a paratrooper
How have we all missed:
Flip a city via loyalty mechanic
Flip a capital city via loyalty (if possible)
Nevermind, we are keeping it
Build Statue of Liberty as France
Use the great Engineer Gustave Eifel's charges to rush both the Eifel Tower and the Statue of Liberty.
The tragic part is that the community is amazing at thinking up good puns for achievements. Hopefully Firaxis sneaks some of them in
Way back in BNW, I created a poll asking which revealed civ players preferred the most with cutesy names for each one. I referred to Brazil as "Pedro's Party People". Whether by happenstance or transference, that became the name of the "Win as Brazil" achievement.
Agreed. I hope they see this thread and can edit them. I expect there's a set already in there for testing.

As the Cree, conquer the city of Heh (which can be founded by Nubia)

To my first post I figured out a name for my suggested achievement:
Gotta catch em all
Capture every single unique horse unit with a Mongolian Keshig.
or Gotta corral them all. after all, we're talking about horses here.
I'm sure there's a better variation on this, but:
St. Basil's Basil
Have three plantations adjacent to St. Basil's Cathedral
(Could be tricky as the wonder (probably?) has to be built on tundra. I think only dyes and spices can get you plantations on tundra)
