380 is smaller than 244! UN-Bug

Hey, guys.

Dig this:
A standard single-player game on a pangaea-map, 7 players (1 human, 6 AI), Civ4 1.52. The UN are built by the Mali and elections for general-secretary are hold.

And now please look at that screenshot and take a close look at the numbers...


Elizabeth got 380 votes, Mansa Musa 244. But he is leading candidate...Elizabeth should be that, more than that - she should've won!

That happened the first time...any ideas, comments?

No, I didn't abstain. I'm Aaron and I voted for Elizabeth (my ally in that game). My votes should have ensured her victory in that election.

Nobody won - 4 turns later there was a re-election - between Mansa Musa and Asoka. Elizabeth wasn't running again...
This happened twice: Elizabeth won vs. Mansa Musa, but the computer didn't recognize it and held re-elections four turns later...with Asoka vs. Mansa Musa... (in those re-elections he counted correctly).

And no - I don't have a save...unfortunately...just one after that happened...and in that, Elizabeth and I are already in a Permanent Alliance, so this event cannot be duplicated...sorry!

Did this bug occur for the first time?
