VP Congress: Session 4, Proposal 13
Proposal: Add +1 Science to Specialists to Capitalism. Increase the % modifier on Space Procurements to 20% (from 10%). They would now be:
Capitalism: Specialists in each of your cities generate Happiness instead of creating Unhappiness.
Specialists generate +1 Gold and +1 Science.
Space Procurements: May invest in Spaceship parts with Gold.
Allows you to build Spaceship Factories in half the usual time.
+20% Science from Research Labs.
Rationale: Freedom isn't as competitive as Order when it comes to Science Victory. To be fair, Freedom has to compete with 5 free Research Labs and 2 free Technologies (Order).
Order also gets its +10% Science on a Tier 1 Tenet (Worker's Faculties), as opposed to a Tier 3 Tenet (Space Procurements).
