Proposal:
Apparently, Holy Sites aren't sacred enough to be a sacred site. But Hotels are!
Mainly a thematic change. The tourism boost is at the belief's lowest value (+3) as to not change the rate of cultural victories with it too drastically.
It does open the option of using prophets more aggressively for tourism, akin to the Prophecy enhancer belief, but the +3 base yields (tourism included) on Prophecy isn't strong at the moment. This suggests that a +3 tourism on Sacred Sites won't be a drastic change, at least by itself; Byzantium and India may have a combo to explore here.

Spoiler Current Sacred Sites reformation belief :
Hotels and all buildings purchased with Faith provide +3 Tourism each. World and Natural Wonders gain +4 Tourism each. Hermitage provides +10 Culture and +10 Tourism.
Spoiler Holy Site base yields :
+4 +5 +3
Spoiler Prophecy enhancer belief :
Reduces minimum Policy requirement for Wonders by 1. Prophets of this Religion 25% stronger, cost 25% less Faith. +3 to base Holy Site yields. If this is the majority Religion, Follower reduction from rival Inquisitors and Prophets is halved.
