A counterproposal to this and the alternative to this.

While I agree with Pdan's rationale about reverting Inquisitor's strength to 100% which could ruin spreading play, I sincerely disagree with removing the Resistance side effect from Inquisitor entirely. I also agree with Inquisitor is not really worth the cost when compared to reverting your cities using Missionary.

Counterproposal: Instead of reverting Inquisitor's strength to 100% or removing the Resistance side effect, just make Inquisitors able to Remove Heresy two times, to make it on par with Missionaries that also can Spread Religion two times.

Reason: In case there's an AI converted two of your cities with their Great Prophet, you can just use one Inquisitor to revert those two cities back into your religion. Of course, you're not doing it at the same time because it will tank your unhappiness. Also, if you're using it only for one city, you can get 75% strength at best instead of 100%, at the cost of 2 turns of Resistance.

But you can't. You have 0 pressure of your religion in those two cities, so any number of inquisitor use won't do anything.

I fail to see how adding turns of resistance, which adds freezes on your :c5food::c5production::c5gold::c5science::c5culture::c5faith: economy, n addition to adding a global :c5unhappy: shock, which of course has other economic knock-on effects, should be preserved as an inquisitor cost, much less expanded.

Missionaries add religious pressure to a city. Inquisitors subtract it. Missionaries only cost :c5faith:faith, while inquisitors add an entire matrix of yields costs by paralyzing a city. It creates a decision fog of incomparables by making inquisitors both prohibitively expensive and prohibitively abstract.

If the faith cost increase of inquisitors is still too low then let's talk about that, but the way that inquisitors tank every yield is completely beyond reasonable. We should not be looking to expand the current system.

Well just gain the pressure back by sending Missionary. I don't see any problem with that, because between all proposals you still definitely need it.
This proposal fixes the nuance of having to send two Inquisitor to revert two cities but you can use one Missionary to gain religion back to those cities.

This proposed change will make you purchase half as much of Inquisitor while still using the same current mechanic. Definitely useful when reverting multiple cities.
1 Inquisitor to remove heresy in 2 cities, 1 Missionary to gain religion back in 2 cities.
If you remove the Resistance effect from Inquisitor, then a heavy :c5faith: Faith civ can just spread their Inquisitor in all their cities without any problem.

I still prefer to get rid of the resistance. It's just too much of a drawback. The only time I found the resistance justified was when the inqusitor got rid of all other religions with one use.

If you just make the i qusitor cheaper or give more uses, you still need to use it as often. It will cost less faith, but you will still have as many turns with resistance.

Proposal failed due to lack of sponsorship.
