A counterproposal to this and the alternative to this.
While I agree with Pdan's rationale about reverting Inquisitor's strength to 100% which could ruin spreading play, I sincerely disagree with removing the Resistance side effect from Inquisitor entirely. I also agree with Inquisitor is not really worth the cost when compared to reverting your cities using Missionary.
Counterproposal: Instead of reverting Inquisitor's strength to 100% or removing the Resistance side effect, just make Inquisitors able to Remove Heresy two times, to make it on par with Missionaries that also can Spread Religion two times.
Reason: In case there's an AI converted two of your cities with their Great Prophet, you can just use one Inquisitor to revert those two cities back into your religion. Of course, you're not doing it at the same time because it will tank your unhappiness. Also, if you're using it only for one city, you can get 75% strength at best instead of 100%, at the cost of 2 turns of Resistance.
