Currently, when a unit with the withdraw from melee promotion withdraws from a melee attack, they don't take any civilians they are protecting with them, resulting in them being instantly captured by the opponent.
This isn't fun and isn't AI friendly. Let's remove it.
Additionally, naval units that are protecting embarked units should also have the embarked units retreat with them instead of being heavily damaged.
