Currently, when a unit is pushed back by another unit with the Heavy Charge promotion and is forced to withdraw, they don't take any civilians they are protecting with them, resulting in them being instantly captured by the opponent.
This might be fun for the attacker, but isn't AI friendly because the AI has no idea how to handle it. I propose we remove it.
Additionally, naval units that are protecting embarked units should also have the embarked units retreat with them instead of being heavily damaged.
