Last congress, a proposal changed all other border growth bonuses in the game from plot cost reductions to BGP modifiers.
This was done because multiple plot cost reductions stack exponentially, and they could combine to greatly increase border expansion. The total number of plot cost reductions also exceeded -100%, so it was possible to bottom-out the bonuses at an artificial minimum of -80% reductions.
This change to BGP modifiers is a broadly positive change, but it was done with no compensation for 2 civs that relied on these border cost reductions for their power: Russia and Mongolia.
This change to BGP modifiers was a very major nerf to Russia's tile claim and
Science-per-turn rate.
In addition to this, Russia also suffered another recent nerf when Arsenals were split into Arsenal and Bastion. Russia's Ostrog UB used to be an early, cheaper arsenal. Now it is a unique bastion fort that is the same cost and tech level as a regular Bastion Fort. The split between the two buildings halved many of the Ostrog's base building stats.
Note: it is safe to assume that all Russian cities will have monuments. Therefore, it makes the most sense to focus on the combined power of Russia's UA and a Monument as a starting point.
Russia's tile claim bonus is now 4/5ths as strong when combined with a monument, 2/5ths as strong as it was with Monument and GoE, and roughly 1/2 as strong as it used to be with all bonuses combined.
Proposal:
Increase Russia's tile plot cost reduction to -33%
Increasing Russia's UA cost reduction will make her exactly as strong as she was before if she only had monuments, but still weaker with additional plot reductions. This satisfies the original intend of the BGP cost modifier change by preventing plot tile claim bonuses from getting out of control when stacked, but keeps Russia's base power at the same level it was before the change.
