I would hope more for Nationalism than Steam Power, which is impossible to get by means other than researching due to the AI's extreme overpricing of it. The only way is to pay Steam Power+Medicine, or one of those techs and a lot of money.
@Shakes: We want all of our cities to be size 20+, not just one. Research Sanitation.
Plus, Shakes doesn't give the "allows cities to grow above size 12" bonus in Vanilla or PTW.
@Transcontinental assualt: Perhaps you should just use MPP's to get everyone one that continent at war with each other. AI's are not well known for amphibious invasions, and being at war with one or two of them won't hurt you.
BTW, if you looked at some of the screenies from Overseer's last post, you would have noticed an Iroqouis city becoming American, meaning they might be at war. Establish an embassy with one of them and see. For that matter, it would be useful to establish an embassy with all of them at some point in the future.
