Current: If you win the Global Hegemony vote (but don't have enough votes to win the game), you get +2 votes for the rest of the game.
Proposed: Change it from 2 to 5 votes
Rationale: Generally, my DV go one of two ways:
The +2 votes simply doesn't give you enough oomph if you failed the first time. First, the AI is now relentless against DV, so they will do everything they can to knock you down, take our your spheres, rescind World Ideology, etc. And generally if you don't have enough votes to make it the first time, +2 votes is not going to swing things.
At +5, this gets some teeth, you might now able to secure a hegemony on the 2nd try (a full 20 turns later mind you) if you failed the first time.
It still requires that a very sizable portion of your votes come from elsewhere, but it can help you get over the top, and keep DV competitive with the other VCs.
