This is a counter proposal to (6-23b), and directly inspired from it, with little twists.
Current:
All Civilizations are prevented from constructing new nuclear weapons (Atomic Bomb and Nuclear Missile). Weapons already constructed, however, are not disarmed.
Proposed:
Production cost is doubled for nuclear weapons.
Using a nuclear weapon impose an instant (does not wait end of turn) WC Sanction on the offender (which also cancel Defensive pact, as a consequence).
If the offender is already sanctioned, each of their vassal are given a chance to cancel vassalage, if they could normally ask for independence at that moment. Then, everyone go to war with the offender.
Human vassal player, if they can secede, are prompt to choose which camp they join.

Rational:
Having a WC impose a strict interdiction seems too forced on the player. Having a soft lock looks better.
However, this proposal still add a very punitive way to sanctioned which does not looks artificial imo.
It is also less punishing than (6-23), which I believe is too far in its direction.
It also gives vassals the occasion to rebel (if they normally could), without forcing the offender if they could keep them in line.
EDIT : clarifies which vassal can secede. Add how it works for humans.
