We still have the common civic tree, and there is an additional unique civic tree for each civ.
Policy cards are also still there, you can get them from the common civic tree.
Traditions are the unique policy card unlocked from the unique civic tree, and they are ageless so you can use your former civ's traditions on your new civ government.
Like civ 6 and the tech tree on 7 there is a full civic tree that everyone shares. Then each civ has a separated, very small tree with 3~4 civics, in 2 tiers or so.
Have we seen what this civic tree looks like? I know we have some old screenshots of the tech tree. So the unique civics are completely separate trees? Rather than new "leaves" on the common tree? Feels like a bit of a shame to separate things out to this extent, especially if it's to create a super shallow tree.

This is the Egyptian civic tree we have seen before, but we have not enough context about it. IDK how it will work or will be there any requirement to access to them.

I believe their tier 1 are available to be chosen right away, as soon as you finish the first civic you obligatory start the game with (Chiefdom), as you can see on the Antiquity Stream with the Romans ones being available then:
