(7-06) Oil and Oil Well Tech Requirements

Problem: Refinery (Plastics) and Plains (Flight) can be unlocked without Oil revealed and Oil Well available
Proposal: Move revealing Oil to Steam Power and Oil well to Dynamite
Rationale: Oil was known long before the internal combustion engine and therefore should be revealed earlier. Additionally, Coal was moved to Chemistry in a previous session, therefore it's possible to do the same with Oil.

From gameplay point of view - yes, there is no reason. But in terms of history, it could be justified in some way. Moreover, oil is the only lategame resource which allow this separation

Same issue of revealing artifacts before having the tech to extract them. You can't improve these tiles anymore.
