(7-18) Great Leap Forward Tenet: Spy Boost Nerf [Spy Update 6]

This is one of a series of proposed tweaks to the Spy system to polish the new version.

Proposal: Reduce the NP boost to spies from Great Leap Forward from 100% to 50%.

Rationale: The boost here is simply too high, even a 50% boost is still a very large push and is more in line with a tier 2 tenent.

It's unintended to have an NP boost (Freedom does that already). It's supposed to make stealing techs easier, i.e. do something like making that mission cheaper.

Remember the text used to be something like "steal techs twice as frequently".
