This is a modified version of

Can plant citadels in any land adjacent to your border, but still not next to any other citadels.
Great Generals ignore borders.

Rationale
When you capture a 2 tiles radius (Current Lebensraum) you can potentially take 18 tiles. In practice this is not possible since about half will be already owned, however the other half becomes approximately 9 tiles.
When you capture a 1 tile radius (as proposed) you can take a maximum of 6 tiles (the one you are on plus maximum 5 surrounding as at least 1 tile needs to be friendly)
This makes it easier to counter with friendly citadels than the current Lebensraum.
