Proposal: If a missile (rocket and/or guided) strikes a tile where there is no unit (and is not intercepted), the missile is destroyed and any tile improvements on the tile are pillaged.

Rationale: This is a powerful powerful feature, and it makes sense to put it in the hands of a disposal unit. You are making the decision to trade hammers to ensure this special pillage happens, rather than just carpet bombing every tile.

It also gives missiles a powerful new niche, which they are desperately lacking at the moment.

I agree with you, we will prevent the indiscriminate destruction of tiles. And there will be an incentive to accumulate missiles to destroy strategic resources.

a similar modmod already exists "Units - Ranged Pillage". The hardest part is teaching the AI to use this. But it's worth it, the later war will become much more interesting strategically.

Please confirm:
whether "a tile" includes any tile or just those within enemy territory, and whether it includes invisible tiles, water tiles, or tiles without any improvement (basically wasting the missile);
whether the "unit" includes invisible ones, and what would happen to it;
whether "tile improvements" include routes (roads/railroads), and whether they'll be pillaged at the same time as the other improvements on the same tile.
 
Loot tiles only in enemy territory. Regarding sea tiles, I’m not sure if it’s necessary. I think buildings and railways should be robbed separately. As it is now in the existing mechanics.
