(7-VT) add water counterpart promo branch, similar to scouting

This is a conflicting counter proposal to 7-106; whereas that one merges water abilities into scouting promos, this one makes them their own water scouting promo line

Current:

Scouting I gives +1 vision
Scouting II gives +1 vision
Scouting III gives +1 movement
(All 3 are land-only effects)

Proposed:

Scouting line stays the same.

Add promo: Maritime Scouting I, gives +1 embarked vision
Add promo: Maritime Scouting II, gives +1 embarked vision
Add promo: Maritime Scouting III, gives +1 embarked movement

Maritime scouting line has same pre-reqs as scouting promo line

seems way simpler to just have the main promotions also work on water.

Yup, that's my preference as well. Put both alternatives up just now. I've tested both -- here the advantage, if you want to call it that, is we will have more diverse recon, even super recon will be challenged to collect all available promos

So you need to choose which one you want to push, or find some else who is willing to propose the alternative version.
