Current promotion:
+50% strength against naval melee Units
+50% strength against naval ranged Units
cannot be choosen/ Lost on upgrade

Proposed promotion:
+50% strength against naval melee Units
+50% strength against naval ranged Units
+50% strength against carriers Units
retain on upgrade

Rationale: carriers are surface ships
