completely agree with asterix. This mod lost its way a couple years ago when horses went in the desert and the 43civ version was bricked. I check from time to time to see if VP works and it doesn't. It is worse than ever with now fatal graphics errors in the new version.
No clue why you decided to not do lump sum gold trades. It is not realistic if you know anything about this world. When a govt project or business is in the development stage, the first question any communist politician asks is "how much do I make"? They want a lump sum payoff. That is all.
You shouldn't be developing new things on top of a flawed version. Errors are building and building and building. This is obvious to any long term player.
