There was a lot of talk about Brazil so let me get the ball rolling. I'm hoping for other suggestions.
I know very little about the country so this design is purely gameplay-driven. Here's my analysis:

Brazil is a focussed, rather than a generalist, kind of Civ. They are supposed to win the Cultural victory using their UA and their Brazilwood Camps (BWC).
This means you want as many BWC as possible, which means getting lots of Jungle/Forest. It's like Polynesia with islands.

As a result, after you settle the Jungle/Forest you start in, you want to go find more. This is what the current UU helps you with really well, because not only do you get yields for sending them off across the ocean, they also have Survivalism III so they can clear the barbs out of the way for your Pioneers to come through.

I like the new UU, the Amazonas, because after this period of Renaissance/Industrial expansion you are going to have to defend your gains across the world, and that means a navy, so the Ironclad replacement arrives just in time. Here I will just add back in GAP on kill, for more synergy. The idea is to defend your gains, not necessarily go on the offense, so we should get some yields for that. I will also tone down the current promotion because it relieves some DLL work and chaining 3+ kills with Breacher smacks to me as a bit over the top. 2 kills is already spectacular. I will use Blitz, which has the side-grade that you can attack the same ship twice.

The new Building on the base proposal is, as another poster put it, the UA but a building.
How to get in more of the Brazilian cultural identity?
Well, in the real world you can chop down the Amazon rainforest and introduce Cattle, but in Civ V the Cattle are already placed (and the option for buildings to place Cattle is a bit iffy).
So my idea is just to reward the player for obtaining succeeding in the gameplan of hoarding all the Jungle/Forest tiles with a UB that comes after this Renaissance/Industrial expansion period and boosts BWC.
The options are Agribusiness or Research Lab. Agribusiness it a bit too soon and we already have one on Denmark, so I went for the Research Lab. IRL this is also closer to research it seems. We'd also like the get in there all the incredible stuff we're still learning from the deep and uncharted jungle. By including science bonuses we also further separate the identity of Brazil from alternative "wide culture" civs like Polynesia.
I also considered a Unique Corporation here, but I think we really need to sort out corporation balance first (it's a hot mess imo).
