Rationale :
Now that the Suffet is out of the fight, I would like to repropose the Asamu in a version that is a bit refined (thanks to all people involved in discussion around this topic). The Gold cost no longer scales with the number of Cities, but the part where you cannot spawn a second one before expending the first preserves us from too much settling madness. To avoid too much headaches around barbarians, Elisha's Guile gives the unit bonus vision and the ability to withdraw once. For the Elephant, I like pineappledan's idea, but unfortunately Trailblazer III (and its current "+20% CS bonus in foreign land") is too difficult to balance around the stats of the elephant. We can at least give the unit the "can cross mountains" parts for thematic (and anti-Incan slinger mosquitoes) purposes. The change from Military Theory to Trade allows the civ to really have a focused tech path that leaves it vulnerable nontheless to determined land powers, since the elephant isn't without weakness : less movement, no ability to fortify or move after attacking and its mounted status makes it a potential pincushion if not used well.
