Much prefer option a) because the Safari are a waste of space unit in all respects.
Yeah. I like the idea of Safari unit but it just adds nothing when playing the civ.

But, why a) doesnt have hill bias? It fits with Ethiopia terrain and with the UI.

Hills are everywhere and are rarely absent. Stone is also more common on flatland than hills.

We're already introducing several biased civs with the addition of 4UC. Each additional one reduces the chance of a lower priority biased civ starting in their desired region.
 
The Mehal Sefari made more sense when Ethiopia's themes included a defensive playstyle. At least, as intended by Firaxis, not necessarily in practice. VP moved Ethiopia's UA away form that theme and the Mehal is the only thing reminiscent of it.

The Mehal's defensive theme could work if the Monolithic Church also included a defensive bonus, but it's past the point in this Congress' section.
 
My understanding is that @azum4roll has proposed a replacement of Ethiopia’s UU with a new Oromo UU using the same art assets as the current Arabian Hashemite UU. This puts us in a bit of a bind, because if his Ethiopia proposal wins and his Arabia proposal fails then we have 2 UUs for different civs that look identical.

Maybe Ethiopia and Arabia’s votes should be collapsed into a single thread?
