UU2 - Tarkhan
Everything the same as original proposal, except no Migration promotion.

When discussing the Hunnic kit with pineappledan, we agreed that the Migration promotion was too difficult to use for the player and too AI-unfriendly to be worth keeping. It is more a gimmick than anything, and the unit can perfectly stand on its own without the promotion being replaced by something else (pineappledan's idea, not mine, and I agree).

Unlocked at Metal Casting
Standard costs
Requires Arena in the City
No population requirement
10% cost scaling per city

+4 Horses (up from 2)
+3 :c5production: +3 :c5culture: (up from +1 :c5culture:)
+2 :c5happy: Happiness
+10% :c5gold: Gold and :c5culture: Culture during WLTKD in the City
+2 :c5production: Production and :c5gold: Gold to all Arenas and Stables
-1 :c5unhappy: Unhappiness from :c5culture: Boredom
+2 global :c5happy: Happiness for each Major Civilization currently at war with you
+10% :c5production: towards Military Units in all Cities for each Major Civilization currently at war with you


It replaces the Circus Maximus instead of Ironworks so the free horses stay at one place.
The :c5happy: Happiness from war should be global if it isn't already.
The yields from afraid CS are removed and replaced with :c5production: Production modifier to military units during war.
  • You should be using your units to war, not intimidate CS. Tributing is for Zulu/Mongolia.
  • You LOSE the per-turn yields if you do tribute since the CS will no longer be afraid. The per-turn yields are probably never worth it at the cost of instant tribute yields.
  • The tribute threshold makes the yields swingy. You can reach a critical mass of military so that every CS in the world is scared of your global military score alone without any units nearby. This invalidates the above points, but still not a good thing to have.
  • You're encouraged to stay at war with major civs, which ties in with the UA. Both :c5happy: Happiness and :c5production: Production towards units cancel out some of the effects of the little War Weariness you'll have.


EDIT 1: Changed boost on buildings to production instead of culture.

Love it. Just some quibbles:
- is the % unit production per war global or just in the city with the Ulticur? I am guessing global, but it is Unclear from the post.
- if the Hippodrome passes there will be 2 Circus Maximus giving :c5gold: :c5culture: To arena and 1 other early medieval building. Could the :c5culture:be changed to:c5production: to differentiate them more?

The bonus is indeed global. I've clarified the text.
 
for a further simplification, the heal on kill could be changed to AOE damage on kill, which already exists. The Tarkhan would be fully integrated with that.

Another thought I had was the heal on kill could give half of the healing from pillaging to adjacent units, instead of a set number. There is the wonder ability on buildings which disables healing from pillage, and we might want to take that into account.
