Justification for the 4UC components

Corsair
The Corsair is a UU that makes full use of Morocco's ability to plunder trade routes without war. The Corsair can enter rival territory without open borders and gains additional yields on plundering, making them a menace to all their neighbours.

Riad
This UB flips Morocco into a modest CV focus. The rest of Morocco's kit is rounded, with no clear victory focus. While the tourism bonuses can help give a bit of direction as you are heading towards the late game, the largest bonus is to gold and culture which can continue Morocco's theme of flexible bonuses.

Morocco has a DV focus due to their UA incentivizing trading with CS, and Statecraft adding more trade routes and influence on CS trade routes at the same time.

Why can't Riad's yields from buildings apply to buildings built after its construction?

They could, but I coded it this was as a reference to the historic preservation of North Africa's Medina Quarters under French colonial occupation.
From the Wikipedia article:
In Morocco, the Treaty of Fes established a French Protectorate over that country in 1912. The first French resident general in Morocco, Hubert Lyautey, appointed Henri Prost to oversee the urban development of cities under his control. One important colonial policy with long-term consequences was the decision to largely forego development of existing historic cities and to deliberately preserve them as sites of historic heritage, the "medinas". The French administration built new planned cities outside the old walled cities, (the Villes Nouvelles, where European settlers resided with modern Western-style amenities. This was part of a larger "policy of association" adopted by Lyautey which favoured indirect colonial rule by preserving local institutions and elites, in contrast with other French colonial policies favouring assimilation. The desire to preserve historic cities was also consistent with one of the trends in European ideas about urban planning at the time which argued for the preservation of historic cities in Europe – ideas which Lyautey himself favored.
It was these policies, and a renewed interest in North Africa's unique architectural heritage, which led to the conversion of the Riads, usually private gardens or stately homes, into hotels and public venues.

The growth and movement of people away from the historic city centers is already somewhat depicted via the Kasbah UI.

It's much more player (not even AI this time) friendly if you don't have to watch the building count before building this.

So can this unit waltz into my territory, and pillage all of my sea tiles without declaring war?

I personally hate the Morocco TR snipe, its just a feels bad mechanic that gives the civ a bad rap. You always want this civ to die in a fire as it takes out your TR, and now that it can just come right into your cities, it will always have easy TRs to snipe

You can't pillage tiles belonging to a neutral civ. None of your sea trade routes are safe, however.

This is meant to gives the incentive to other civs to trade with Morocco. They can't pillage TR sent to them.

I agree that the ignore border part could be dropped. The Corsair’s bonuses could stand to be shaken up a bit.

There's already incentive to trade with any civs, but the simple fact is that morocco in humans hands can just abuse the trade game, and losing your TRs like that over and over again is both painful and rage inducing. There are certain mechanics that just shouldn't exist in the game, and this is one of them.

And frankly Morocco does just fine without this ability.

Overall grade: B+
Morocco’s bonuses are all very late, which I think is fine considering how solid their UI is. They have a generalist gameplay style and I ultimately couldn’t find a way to leave that alone while still adding anything of interest, so I added a small bonus for Cultural victory to match their incentives towards Diplomatic victory. Now Morocco has 2 small nudges in 2 directions.

Corsair
Theme - A.
The corsairs of the Berber Coast were so iconic they have made it into the Ottoman kit twice now, even though they aren’t really Ottoman. They are an integral part of North African military history.
Mechanics - A. A bonus on pillage feels like something that is such a natural fit it should have already been added to the game ages ago
Uniqueness - B. Bonus points for being a ship that is specialized around pillaging, which is a unique angle. The ‘ignores borders’ bonus might be more irritating and unfun than it is unique. At a certain point morocco necessitates eliminating him from the game because he will pillage everything, and that might not be ultimately desirable

Riad
Theme - B.
The Riad is a distinctive peristyle garden from North Africa. It is commonly used in manner homes which have been made available for public consumption with the Arrical of the French.
Mechanics - C. The stacking bonuses for era and buildings in the city is kind of unique, because the building has no innate yields. However, it is functionally just yields per turn. Tourism on purchase is kind of interesting, but because Morocco had no overt victory pursuit (aside from a small diplomacy incentive) I don’t know if we made the right choice by tilting them cultural.
Uniqueness – B. No other hotels, and nothing gives the kinds of bonuses it does. But it’s not my best work.

Could add a OnBuild Boolean in case people want to fool around with this and make the table more flexible.
