Rational:
The current Licorne comes online too fast and it has too much mobility for a seige unit. It is essentially an "I win" button. It matters not how far behind you get, so long as you survive until these things come online. Given Russia's UA, they don't need an early unlock UU. Adding back in the movement penalty gives the defender some way of taking them out. They will still have plenty of mobility thanks to the "Can Move After Attacking".

Non-early UU should have something (extra stats or promotions) that are lost on upgrade. In this case, Licorne vs Field Gun is the same power difference as upgraded Licorne vs Artillery, which makes it not feel unique enough.

I'd add some extra stats to Licorne.

Actually, do they still have Indirect Fire? The screenshot in the original proposal has it, but none of the text versions have Indirect Fire listed.

I presume this proposal includes the base pogost, and there requires a teeny bit of dll
