Remove +1 :c5food: Food on nearby Deer and Bison

I think it's a shame to remove the Bison spawn from a Buffalo Pound. By replacing the Smokehouse as proposed by Pinappledan in response to the 8-37c, I find that there is good consistency.

You've removed all of the other bonuses that go on a base smokehouse?
 
Doesn't smokehouse have base yields?

Bison is bad for Shoshone, occupying the space where you want to put an Encampment.

This is also the argument made by Pinappledan, I think there is enough space on the map for both. But one solution would be to allow the construction of Encampments on Bisons and Deers.I don't know if I can add that to the proposal, I have the impression that Congress has changed phase.
