Everything's same as the original proposal, except:

1. Reduce city's base HP from 300 to 250. Reduce HP per population from 10 to 8. Reduce HP from Walls from 125 to 100.
Early war needs a buff with the supply reduction, but city CS also affects the damage done to units, which is fine right now. Reducing HP should be the way to go.
2. Increase "Difficulty Flat Supply Bonus" by a further +2 across all difficulties and AI.
This should solve the early supply problem without affecting late game.

If pdan isn't allowed to counterpropose his own proposals, why do you think you are able to do yours?

Because I didn't propose the original (8-44). pdan can edit his proposals, while I can't change mine.

I was playing games with 200 base hp and 8 hp per citizen but with supply divisor up to 150 and it was fine, some cities were captured, but i believe they would be captured anyway because Ai doesnt care for defences at all. After playing this game i believe we don't need to buff supply while decreasing city's hp, it should be quite the opposite but not to the point of what have been done by me, the average nation with 70 population up in Renaicance had 34 supply, it would have been 44 in Original version, i cant imagine how hard civs would go with another two supply on top of this. Cities at my rework would have 405 at 10 pop with walls, yours will be 430 but with 12 more units, i dont know man, seems a little unbalanced. But it is just speculations, only testing can show the real picture. Maybe its fine in the end of the day, hard to say

Makes sense though right, Rekk? Recursive is the proposer.
Bureaucrat hokath, you are technically correct. The best kind of correct!

I hereby promote you to Grade 37.
