Current Netherlands UA :
+3 Gold and Culture for each unique Luxury Resources you import or export from/to other Civilizations and City-States, scaling with Era. Can import duplicate Luxuries from Civilizations which count toward Monopolies.
Proposed UA :
+3 Gold and Culture for each unique Luxury Resources you import or export from/to other Civilizations and City-States, scaling with Era. Can export Luxuries to City-States for 1 influence per turn each.
No other changes compared to @pineappledan 's proposal.
Precision : It would be two new options in the City-states' menu : Sell Luxury lists available resources to give, Cancel Deal lists ongoing resources (for canceling).
Rational :
The last part of Netherlands' UA is strange and rarely really usable. You need to buy all resources from someone else which is certainly selling copies to other players anyway, and if they possess most of one Luxury, it is impossible to surpass them and get the monopoly for yourself.
These changes allows you to export your luxuries independently of your neighbors (which activate the UA), whilst giving a nice but not too strong influence boost (not scaling) which helps you maintaining alliances and keep importing CS resources, again activating your UA.
As an icing in the cake, it solve a problem in Multiplayer games, where no one would accept to buy/sell you Luxuries, rendering your UA useless.
