Problems:
Pogost itself strongly associated with a Cemetry
Proposed pure yields seems to be boring
Russia should have a cultural spike around 19th Century
--
Ostrog as Bastion Fort is anachronistic
Proposal:
Hermitage UNW (Royal Collection replacement) instead of Pogost
Common traits:
+2 Culture
+10% Culture in this City
1 Culture per 4 Citizens
-1 Unhappiness from Boredom
3 Slots for Art/artifact (+4 Gold and Culture if themed)
Unique traits:
+20% GPP generation to all Guilds in your Empire
+5 Culture to all Guilds in your Empire
+1 Culture from GP Improvements in your Empire
+1 Culture from Great Works in your Empire
Every time you create a Great Work, receive 2% of total Tourism accumulated by the Civ most influential to you as instant boost to your Tourism and GAP before Atomic Era and as Science after
Common Royal Collection gain an unused art of Theatre:
Rationale: That UNW will emphasize both reasons and effect of 18th-19th Century Cultural influence of Russia. More than that, Hermitage already have an art of Winter Palace (Thanks, Firaxis). Converting other Civ's Tourism is quite unique.
Ostrog UB (Castle replacement)
-2 Maintenance
+3 Production
+10 CS to the City (+2 from Castle)
-2 Damage from all sources
+10% Supply
+1 Production and Gold from Quarries, Mines and Lumber Mills worked by this City
1 slot for Great Work of Art/Artifact
Empire size modifier is reduced by 5% in this City
Enemy land Units expend all Movement when entering land territory owned by the City
Rationale: Ostrog itself is not a Renaissance era building. The other reason: it's not desirable to have Both UB and UNW in the same Era (Proposed Hermitage also Renaissance). The possible conflict with Great Wall is not a problem, since there is only 1 Era of effect left (and frankly speaking Great Wall needs some rework, but this congress has limitations)
