Problems:
Pogost itself strongly associated with a Cemetry
Proposed pure yields seems to be boring
Russia should have a cultural spike around 19th Century
--
Ostrog as Bastion Fort is anachronistic

Rationale: That UNW will emphasize both reasons and effect of 18th-19th Century Cultural influence of Russia. More than that, Hermitage already have an art of Winter Palace (Thanks, Firaxis). Converting other Civ's Tourism is quite unique.

Rationale: Ostrog itself is not a Renaissance era building. The other reason: it's not desirable to have Both UB and UNW in the same Era (Proposed Hermitage also Renaissance). The possible conflict with Great Wall is not a problem, since there is only 1 Era of effect left (and frankly speaking Great Wall needs some rework, but this congress has limitations)

Ostrog itself is not a Renaissance era building.
I mean that's half-true, Ostrogs at least to me are primary associated with Siberia Colonization, they were even used in some core Russian lands to 16th century just cause there were no enough stone in Rus region.
Hermitage replacement looks interesting, but to be honest, i believe the old Pogost would be far more usefull for the civ as a whole.
I think you should specify which bonuses of Hermitage work in this exact city and which work across the whole empire, its not clear to me right now.

Technically you are right. But when we talk about Siberia, it should be mentioned that there were mainly new Cities and tons of the forest around - so, that was just the best option. In game reality its like construction of buildings from the previous Eras firstly just because it is faster and cheaper.
In the western part of Russia the situation with fortification during Renaissance were different. Stone walls were in Moscow, St.Petersburg, Novgorod etc, almost all large Cities had their own Kremlins even in Medieval, most of them had stone walls around local Crurches. So, the wooden walls were definitely obsolete for the most part of Russia at that time.

This sounds like a preposterously large amount of yields.
 
I don't know honestly, but considering how often you can build GPs in the late game, and how high this would scale specifically in the late game this sounds like a massive problem. It would make Russia a dark horse that could come up from behind on any culture leader with the late game GPP bonuses.

Russia + Civilized Jewelers sounds like it would just throttle any game.

Just on a fundamental level, scaling off of someone's Else's game progress sounds like a real bastard move.

You need to run an actual game to find out what the base number looks like. I feel it will be a fraction of a percent.

Perhaps a more interesting table to add would be like yield when you trigger an historic event. Kinda like arabia UA but instant yields
 
So, making Russia a dark horse for Culture victory is one of the purpose of this proposal, but well, 5% could be really too much

Historic events... I just never paid any attention to them throughout my Games. They are just happened and i don't know how to work with them

So, amendment:
converted tourism reduced from 5% to 2%
