I've added 41 so far, and am playing a game, and it hasn't crashed yet, which I assume to be a good sign. Does anybody know if there is a cap?

According to the 1.21f patch units and resources have no limit. You just have to make sure that you have the border aroud each unit and or resource.

At least for resources this is not true: After Pic No. 36 they get invisible. (That means you can add them in the editor and they will give you food etc., but their pic is invisible in the game).
