The Proposal has also been amended to account for Walls of Babylon / Lamassu Gate, which also lose their Empire-Size reduction modifiers. I think the change is neutral for Babylon since they don't mind a shift toward taller play, Assyria might need compensation, but the difference isn't so large that i think it should be a concern right now.

That actually isn't true as late game wide Babylon is one of the strongest wide civs with the GS bonus from Walls of Babylon.

Yeah after playing a bunch of Babylon this week I realize how insanely not true it is. Going wide is crazy good for them. I think it's okay if they have to think a little more about which cities to found when though. It's not like their walls are suddenly bad.
 
Note that Adopt the Yassa will reduce this to +4.2% per city for the Mongols.
That's right. I it's a small improvement efficiency for Adopt the Yassa relative to base. Since there's considerable modification of the Mongol kit elsewhere, I don't think itmakes sense for me to try and project the overall balance though.

I've updated the original post to clarify the logic of this proposal and what it impacts.
