Motivation:
If you are a warmonger there is basically one Founder for you: Hero Worship. It has some quite wacky effects and doesn't really fit with the other Founders; it doesn't require you to spread your Faith or even have followers at all!
I think it would be more interesting to be able to choose from several options that also align with the idea that Founder beliefs are about how strong your Religion is.
Note: Founder yields are very powerful but don't tend to scale with era (although some do),
look at Holy Law with a possible 1250 Faith/Sci/Gold on Policy Unlock (roughly every 30 turns)
or at Revelation with 500 GAP/Faith/Culture on Tech unlock (roughly every 10 turns)

Teocallis are by far the strongest follower belief even for civs that aren't super aggressive and are a no brainer for every domination civ. They provide 3 strong bonuses: faith on kill, supply, and XP. In particular, the faith on kill scales out of control mid/late game to generate insane amounts every turn if you are at war and have a fairly wide empire.
Proposal Summary
Teocallis are by far the strongest follower belief even for civs that aren't super aggressive and are a no brainer for every domination civ. They provide 3 strong bonuses: faith on kill, supply, and XP. In particular, the faith on kill scales out of control mid/late game to generate insane amounts every turn if you are at war and have a fairly wide empire.

It has been known for some time that the Teocalli, having "double scaling" of Units (more units to kill later) and Cities can reach a crazy level that breaks the Faith economy. Here I completely agree with the sentiment of the OP.
However, I feel that the Teocalli would remain the premier war-focussed Follower Belief with these changes because it has so many good bonuses.
Meanwhile other options like the Gurdwara and the Order are considered to be much weaker.
I think it's healthier and more varied if there isn't one clearly correct choice here, so I propose an alternative...
