Motivation:
If you are a warmonger there is basically one Founder for you: Hero Worship. It has some quite wacky effects and doesn't really fit with the other Founders; it doesn't require you to spread your Faith or even have followers at all!
I think it would be more interesting to be able to choose from several options that also align with the idea that Founder beliefs are about how strong your Religion is.
Note: Founder yields are very powerful but don't tend to scale with era (although some do),
look at Holy Law with a possible 1250 Faith/Sci/Gold on Policy Unlock (roughly every 30 turns)
or at Revelation with 500 GAP/Faith/Culture on Tech unlock (roughly every 10 turns)

Proposal:
  • New Founder "Eternal Glory"
    • +4 Production, Faith, Border Growth to Courthouses
      i.e. in annexed Cities
      Note this interacts with Satrap's Court, see separate proposal
    • +2 Production, Faith, Border Growth in the Holy City for every Foreign City following the Religion
    • caps at 25 Cities

      • 4 BGP on kills in all Cities, scaling with Era

      Only someone with a scary army can avoid war
    • +1 Science and Culture for every 2 Followers in City-States

      • 20 Food and Prod on any kill in this City, only during a Golden Age
        does not scale with era
  • New Enhancer "Dharma War"
    Keep the Hero Worship effect because its cool for some civs, but it can now compete with other beliefs like Zealotry
    • Receive 100 🕊️ Faith and 🌟 Golden Age Points when you conquer a City, as well as 25 Great General Points (if City is landlocked) or Great Admiral Points (if Coastal). Bonus scales with City Population and Era.
    • Gain Tourism from kills equal to 200% the Units Combat Strength
      So it has value even outside of taking Cities

There are a series of Teocalli nerf proposals that inform the balance. My one removes the XP and two of them lower it to 10 (from 15):

If Teocalli proposals don't pass, doesn't that mean you can now have +30 XP on all units (even if they do you get +25)? That sounds extremely broken in current promotion tree structures.
 
Yes, this will have to be voted on with the Teocalli stuff I think. I will have to stipulate what happens in each situation...

That's right. You can see in the OP
Mastery follower renamed "Abstinence" and Asceticism renamed "Remedy"
 
This looks like you're liquidating Universalism and intend to move those bonuses to founders.
I am not opposed to that idea, but if you're planning on removing universalism you should say that.
Or do you intend to have these founders and an enhancer with identical mechanics co-exist?
 
I think the Martial Sanctum NW should grant XP to units in all cities. The Holy City isn't necessarily the same city in which you want to have your Heroic Epic.

I'm also not sure if this NW needs to be adjusted based on the Teocalli proposals.
 
I don't intend to propose a change to Universalism here, no. I don't think there's any problem with them coexisting other than the aesthetic.

The NW is meant to be instead of Teocalli's but the pileup on that is quite severe. You're right it should be all Cities.
 
I think adding another XP building is just a bad idea, straight up.
yeah, custom promos I think are a better option, can add cool new options but doesn't give your units acces to promo tiers they are supposed to work more for.
 
Can get rid of the XP if for no better reason than the Teocalli thing is in gridlock.
