[Vote] (9-064) SPAD S.VII Buff

Motivation
SPAD (France UU) got nerfed hard with 4UC integration as the oil requirement was added back to it so you can no longer spam them. Its now quite a weak UU that is quite late in the game. The only significant bonus it has is double attack with air logistics promotion which is strong if you have air superiority but close to useless if its contested or your enemy has it. To address this and make it a more well rounded and stronger late game UU, I'd propose we add Ace Pilot IV promotion to give it +1 interceptions (essentially the defensive version of air logistics) and buff its RCS by 4 (as only +1 over Triplane is kind of a joke). This allows it to be effective even if France is behind in techs or doesn't have air superiority.

46 -> 50 is a huge boost on top of all the others. The unit isn't that bad.
