Motivation/Rationale
Japan currently has some bloat yields tied to erecting buildings, which are unrelated to the civ's major focuses of rewarding fighting and generating great cultural people. These yields were added when the "Stronger when wounded" part of Japan's old UA was moved to the Dojo (and adapted to the current Eight Virtues of Bushido promotion; no longer applies to all unit types, but extra bonuses to the few that do), since that move meant Japan no longer had anything going on for its early game. But it didn't come without implications; you spend two eras focused on a minor bonus that has little to do with Japan's two major focuses. The Japan you play with in the first two eras is fundamentally different from the one you play once you enter Medieval Era.

This proposal largely reverts that old change. The Dojo's promotion (in its current form) goes back to the UA, replacing the "yields on Defense buildings" that was added to cover the gap left by that move. This realigns Japan's design between pre-Medieval Eras, and at/post Medieval Eras; you should no longer be playing with two fundamentally different designs.

To still have a power spike at Medieval, we move the Kabuki's yields on :greatwork: GWAM birth to the Dojo and adapt it to the latter's martial theme and yields, filling the gap left from moving the Virtues of Bushido promotion to the UA. This aligns this bonus with the timing in which Japan is bound to suddenly generate a lot of related :c5greatperson: Great People; as it is now, the Kabuki's effect only comes into play when the sudden burst of :greatwork: GWAMs already happened, feeling like a waste. The yields are adjusted to a more linear scaling, so that its yields at Medieval aren't a complete disappointment, nor it is the late game balance nightmare it was at times during the 4UC modmod.

On the Kabuki itself, we replace it for a Torii GPTI, an alternative use for :greatwork: GWAM over creating a Great Work. This unique GPTI will provide Japan a way to expend :greatwork: GWAM for their late game scaling without need for GW slots, and further enhances the reward of proccing the civ's UA. This is much better aligned with Japan's major focus on cultural people than the two elements this proposal removes, the yields on Defense buildings and the Kabuki's TR effect.

The Torii combines the scaling of Great Works (with similar considerations as the 8-24d proposal) and Holy Sites, detailed below.
Spoiler Tech and building scaling for Great Works and Holy Sites :
All theming bonuses considered with Artistry's +50% theming bonus multiplier on Heritage, as done by the 8-24d proposal.
  • Late Classical
    • Amphitheater, whose 2 :greatwork:GW theme adds 6 :c5culture::tourism: and a +2 :c5culture:, for an average of 4 :c5culture: 3 :tourism: per :greatwork:GW.
  • Late Renaissance
    • Gallery and Opera House both add +1 :tourism: to all :greatwork:GWs.
    • Acoustics adds +4 :c5faith: to Holy Sites.
  • Late Industrial
    • Museum, whose 2 :greatwork:GW theme adds 9 :c5culture::tourism: and a +4 :c5culture:, for an average of 6.5 :c5culture: 4.5 :tourism: per :greatwork:GW. This is a +2.5 :c5culture: +1.5 :tourism: per :greatwork:GW over the Amphitheater's per :greatwork:GW theming (can be rounded up to +3 :c5culture: +2 :tourism:).
    • Museum also adds a separate +1 :tourism: to all :greatwork:GWs.
    • Archaeology adds +4 :c5culture: to Holy Sites.
  • Late Modern
    • Broadcast Tower, whose 2 :greatwork:GW theme adds 21 :c5culture::tourism: and a +10 :c5gold:, for an average of 10.5 :c5culture::tourism: 5 :c5gold: per :greatwork:GW. This is a +4 :c5culture: +6 :tourism: +5:c5gold: per :greatwork:GW over the Museum's per :greatwork:GW theming.
    • Broadcast Tower also adds a separate +2 :tourism: to all :greatwork:GWs.
    • Flight adds +4 :tourism: to Holy Sites.
Holy Sites also gain +5 of a given yield from the reformation National Wonder of Founder beliefs.

At the proposed scaling, it should provide a comparable amount of bonus yields to the Celtic Oppidum, an UGPTI that it mirrors in function; the latter provides up to +17 yields over a regular GPTI (an extra +1 base, up to +12 to adjacent tiles, an extra +4 from tech scaling), the Torii provides a similar amount over a great work + regular improvement (many improvements add between +6 to +14 to their tile as technology improves, the Torii adds up to +24 after discounting :greatwork:GW base yields and scaling).

Moreover, the Torii adds +1 :c5happy: global Happiness (same code as landmark's happiness), accounting that :greatwork: Great Works can provide 1 :c5happy: for every 3 :greatwork:GWs with Artistry's Cultural Exchange policy. This makes the Torii generate 3 times more :c5happy: Happiness than that policy, but this can be treated as a bonus of being an unique component. The bulb scaling of each individual Torii matches the average effect of a great work: Writers gain +3% from every great work, Artists gain +20% per themed building/wonder in the empire (most themes have 2 :greatwork:GWs) and Musicians gain 1 turn per work of Music (Musicians can be approximated to be 1/3 of your great cultural people, especially with Artistry's faith purchase finisher).

Proposal
  • UA has the following changes:
    • Loses "+1 :c5culture: Culture and :c5faith: Faith from Defense Buildings."
    • Gains "Non-Recon Land Melee Units start with the Eight Virtues of Bushido Promotion." (same as Dojo, including unit types)
  • Dojo has the following changes:
    • Loses "Non-Recon Land Melee Units start with the Eight Virtues of Bushido Promotion." (moved to UA)
    • Gains "On Great General or Great Admiral birth in this City, gain 100% of your :c5culture: Culture per turn as :c5science: Science and :c5culture: Culture." (adapted from Kabuki's yields on :greatwork: GWAM birth, adaptations underlined)
  • Kabuki replaced by Torii, an unique GPTI with the following traits:
    • Can be built by Great Writers, Great Artists and Great Musicians.
    • Can be built in Land tiles, removes features (Forest, Jungle, Marsh), connects resources.
    • Base yields: 5 :c5culture: 3 :tourism: 4 :c5faith:
    • Tech scaling (combines Great Work and Holy Site scaling):
      • Drama and Poetry: +4 :c5culture: +3 :tourism:
      • Acoustics: +2 :tourism: +4 :c5faith:
      • Archaeology: +7 :c5culture: +3 :tourism:
      • Radio: +4 :c5culture: +12 :tourism: +5 :c5gold:
    • Receives yields from the National/Reformation Wonders of Founder beliefs, as if it were a Holy Site (e.g. +5 :c5science: from Council of Elders' NW, +5 :c5production: from Hero Worship's).
    • Boosts the bulb effect of Great Writers (+3%), Artists (+10%) and Musicians (1/3 of a turn).
    • +1 :c5happy: global Happiness on construction (similar to landmarks).
    • New Deal: +2 :c5culture::tourism::c5faith:

The current Writer and Artist effects, for reference, are related to their bulb strength as:
• When a ⭐ Great Person is born in this City: Gain 💰 Gold equal to 5% of the amount of 🎵 Culture from its Write Political Treatise Mission (if applicable)
• When a ⭐ Great Person is born in this City: Gain ⚗️ Science equal to 2% of the amount of 🌟 Golden Age Points from its Start a Golden Age Mission (if applicable)
whilst Musician converts Tourism output to Faith.
Because bulb strength varies over such a massive range, I think the standardization is healthy.

My only question is why the effects are that way around. Does Kabuki make sense to give Great General Points? It sounds like that would make sense on the Dojo, no... jo? (I know very little about Japan)

Depends on how you want to interpret who the Great General is. He could be the Shogun; the Tokugawa were very successful at maintaining peace for about 250 years, and an important part of it involved forcing the samurai to regularly travel to the capital, which drained the finances of potential rivals eager to start a war. Or it could be some of the samurai who wrote their own philosophy during peacetime and which ended as literary works of the period (e.g. Yamamoto Tsunemoto, author of Hagakure). Or a mix of both.

Also, some samurai clans became major patrons of the arts during this period (e.g. Maeda clan), which matches the "Patronage of the daimyo" message we get when a great general is born.

I think the Dojo isn't as good as the Kabuki for an internal trade route bonus, given that travel within Japan wasn't as intense during periods of civil war as they were during the Edo period.

This congress session mentions the following:

Also allowed: changes to unique components, given the new thing either already exists/used to exist or can be playtested
Things you should keep for the April session: integrate subterfuge, code the Xian improvement, revert the happiness system, simplify the promotion system
As I understand, the Torii doesn't fit what is allowed, and requires code changes to a similar degree to the Xian improvement.
For it to be proposed in this session, it would need a vote as follows:

Please focus on existing balance issues, of which there are already very many to discuss!
If you do have something that is exceptional, please petition the MAGI in the magi-petitions channel on the discord, and ask for a vote.
But I don't think the Torii (and what it addresses) is such an exceptional balance issue to merit it.

That said, feel free to prove me wrong, or to get permission from the Magi. If you get, we could make a Torii proposal then.

The suggested Xian has city graphics and copies city tile yields. That requires completely rebalancing every yield source that goes to the city tile (mostly policies and maritime CS), so will be a significantly large change.

Torii is just some code supporting the existing Unit_ScalingFromOwnedImprovements table to also work on GWAM.

Maybe it's different enough from the Xian, but still doesn't fit the criteria set for what's allowed this session. Though, better to just ask then.

MAGI: Is the Torii UGPTI discussed in the Japan kit's thread (mainly page 2) barred by this session's moratorium? The main DLL change is that the GPTI will have "Boosts the bulb effect of Great Writers (+3%), Artists (+10%) and Musicians (1/3 of a turn)", or some variation of it.

Is it just me or would this make Kabuki theater the worst UB in the game? The amount of points for a Great General scales pretty quickly and you generate a TON from fighting, right? I can't double check all the math right now, so tell me if my intuition is wrong, but if my intuition is right that version of the Kabukl theater might as well not exist, right?

The effect scales with era, and it is doubled if both the origin and the target city have the Kabuki. In Renaissance, completing one trade route would be 30 GGP if both have the Kabuki; if you complete 10 routes in this Era after unlocking the UB, it's 300 points. Come Industrial, if you complete 15 routes, it's another 600 GPP in that Era. Then, in Modern, if you complete 20 routes, it's another 1000 GGP.

Modern may not see such numbers, though, due to Corporations pushing for international routes instead. I suppose we could increase the numbers.

How you get 10 TR in Renaissance? That assumes that you have many cities and use mostly ITR. In my last games I don't complete many ETR because they constantly get plundered.

I'm checking some notes here, in which I counted how many times the Kabuki had triggered in a previous game, when I first tested the Kabuki during the 4UC modmod. I had 11 Internal TR completions at Industrial. However, the following Eras passed fast; 9 completions at Modern, 6 at Atomic, and a single one at Information. That would make 330/360/300/60 GGP at Ind./Mod./Ato./Inf., respectively, for a total of 1050 points throughout the match with the new ability. That could definitively be buffed. Which value do you think would be ideal for it to generate throughout the match? Maybe around 4000 or 5000?

For how late the Kabuki is, and the fact that it's off the main tech path of Rifling into Military Science that you'd typically go for as Japan, I think it needs something better.

I do like the idea of moving the Bushido promotions off Dojo and into the UA.

Personally, I'd prefer to just add a Torii UGPTI in place of the Kabuki, as it would address more things than the Kabuki's proposed late way of generating Generals. I think I'll just amend this proposal with the Torii and take azum's word that the Torii is eligible for this congress session, given he's a project overseer and more knowledgeable about DLL code.

Proposal amended.

I didn't find Kabuki that interesting when I played Japan, and one of the GP instant yields was giving much more (relatively to yields values of course) than the other two (can't remember which one).

For moving Dojo yields on XP gained to UA, consider for comparison that Indian early archer UU, Dhanurdhara gains 0.5 :c5culture: Culture and :c5faith: Faith for each XP gained through Combat. As it is an Archer it also gains only 2 XP per shot (but has 5 XP bonus on kill).

That is not part of this proposal.

Understandable.

I think the bane of the current Kabuki is that the yields from :greatwork: GWAM bulbing scale exponentially. The percentage out of the Writer/Artist bulb had to be lowered substantially in order to prevent it from being grossly overpowered in Modern/Atomic Eras. However, doing so means it became very underwhelming at Renaissance, when it is unlocked. At the current percentages, the Kabuki could as well be a Modern/Atomic UB.

That's why, when moving its effect to the Dojo, I'm adapting it to a more linear scaling. It should be properly rewarding when it is unlocked, and far less prone to breaking the game's balance in Modern/Atomic.

I really, really like the newest version of your idea! This proposal addresses basically all of my issues with Japan, including when you have more great people than slots and don't want to do a turn 50 concert. Everything ties together well, with yields based on culture and the Torii giving plenty of culture.

Adding the instant yields on GWAM births to the Dojo looks overoptimized to me.
They have an ability that gives them a lot of power to generate GWAMs
They have a building that gives a large global yields bonus when GWAMs are born
The GWAMs have a unique and powerful build action

Just looking at it on paper, this seems like it could get out of hand.
