(9-WD) Workers Can Improve (And Barbs Can Pillage) Sea Resources, Delete Work Boats

- It's weird that filthy Barbarians are disallowed from pillaging at sea. A comment in the code says that the reason why is that it would be too annoying, but I don't consider this a valid reason because Work Boats are now gone and because of my next bullet.
Having rage quit multiple Civ 6 games from early Barbarian galleys pillaging all my sea resources, can confirm that they're very annoying.

Needing galleys to protect against barbarians is reasonable, but those ship then only have one purpose (squatting on your fish). You can't go scout with them because you don't know when barbarians will arrive, and you're likely too far away to attack another city with them. There's also been times where you buy a single galley to protect your 1 whale, but then 2 barbarian galleys show up and it's time to rage quit.

At present, barbarian galleys can't pillage your sea resources, but they do squat on them preventing you from working them, plus if you don't have a garrison, they'll steal your yields when they attack. That's already a decent cost.
 
Currently you don't even want to scout with ships because it's "xp waste".
 
I can see my proposal needs to be thought out more, so I'm going to withdraw it. I find papercliptrail's argument persuasive, and there's also the art asset problem for a pillaged state.

If someone likes the idea and has a solution, feel free to submit it again in modified form.
